My daughter claims trying to sue them is a waste of time and effort because a V.A. Hospital is a Government institution and they have the Government behind them so they can keep cases open forever and they never settle and you can never win. I admit that makes sense and that is why they provide substandard care because they know there is no accountability. But I am so angry over the care(or lack of care) my husband recieved I could scream.

Your daughter is wrong. Even though they are a government institution, they can and have been sued, but you better have an airtight case and plenty of proof, because these lawyers for the US government are well versed and qualified to handle most complaints. I have no idea just what you're problem is or just really a misunderstanding of the function and actions related to the VA system of medical providing services.
I, as a ww2 vet have been using the vet's administration medical services for many years, and find their service and attitude excellent, and very good prices on prescriptions.
It is not unusual for them to call in local specialist when necessary, with no extra charge.
I have never seen what you call "sub standard care" in any of the VA facilities.

when going to sue, u need to factor in all the cost involved, just because u felt wrong is not a valid reason, what law, policy was breached, can u prove it. My torts professor told the class one day, it's not about being right but what u can prove or argue, good to hear this n the first yr. of law school then realize this after. also consider the financial cost, what kind of atty can u afford. can u afford the retainer. anyone can sue, but due u have standing (legally) for decent case?
