Homeland security is a federal government agency involved in customs, drug enforcement and port security? What does this have to do with patient care?
Does George Bush implement the latter into hospitals so as to capitalize on the poor representation of those afflicted in cases against hospitals.
If so does HMO and record manipulation prior to Medicare and Medicaid billing result in questionable deaths?
Finally does this play into a favorable way for Congress to prevent insolvency of Social Security funds by saving money and not lives?
Homeland security after all was heavily funded after 911 when a disproportianate amount of money from all sectors of public coffers would be spent on a questionable war premised by neoconservatives with ties to the oil industry and hellbent on exploiting other nations for such services.
who cares what you think

I don't understand your question.
Homeland Security does not fund or manage any hospitals, HMOs, records, social security or patient care facilities.
