Here in Australia there is a list of proffessionals who can certify copies od documents as true copies when they are presented with the original copies of the documents. I would like to know if it is the same in the Philippines. That is aside from lawyers and notary public.

You mean authentication of documents, like birth certificates? The agencies which issued them. Like in the case of most certificates (marriage/death/birth), it is the National Statistics Office.
