I have not heard anyone saying that the seven companies that received TARP money and haven't paid it back should not cap executive salaries, it is the capping of salaries of bank officials that had nothing to do with TARP money that most people object to.

I can't speak for them, but I would welcome a restriction on rewarding a person for their own stupidity (e.g. not realizing that hot coffee is hot or knives are sharp or taking a shower with an electric hairdryer). And just why should I pay (through higher insurance) an uninjured party (the lawyers) millions of dollars?
