Wasn't this proposed back in the 1980's under Reagan / Bush but has always been killed in the senate because the democrats, the trial lawyer association and John Edwards were against this? Why all of a sudden the change in heart?

Your question is a dishonest one for several reasons, which is completely unsurprising coming from the right:
First of all, not all Tort reform proposals are equal. When Republicans have been in charge, or when they have been trying to gin up support for their proposals, they have been pretty much proposing immunity for corporations to screw people over, injure and poison them for a profit. Opposing that doesn't mean opposing tort reform, in general, only opposing unreasonable proposals.
Secondly, they're not "supporting" tort reform now. They are open to considering including some tort reform in order to gain support for their health care proposals. In a word, they have indicated a willingness to COMPROMISE and to be BI-PARTISAN in their approach. I realize that both of those terms are part of a foreign language to right-wingers, but it used to be how things got done in Washington, and continues to be how things get done in the real world.

Good point, but neither party really means anything by it. If they wanted to make a real difference, it would take yet another major systematic change in government programs. The proper thing to do would be to take medical malpractice out of the tort system altogether, making it impossible to sue for malpractice. In its place, a system of payment for untoward events, whether because somebody was at fault or not, could be substituted, as in the New Zealand model.
