I know

Capping ==restrict
malpractice==wrongful work

But still i don't understand the overall meaning.

It means that if they were to pass a law where there is a maximum dollar amount that people can sue for (in malpractice suits), then people wouldn't be so quick to file lawsuits ( a lot of people try to abuse the right to get rich easily and quickly). Right now there is no limit, so someone can sue a doctor for 100 million if they feel like it. If the doctor's insurance decides to pay it, insurance rates go up, so doctors have to raise their rates too. If they "cap the monetary reward", or if they set a maximum limit (say, half a million) then the number of lawsuits would decrease, and so would malpractce insurance, thus making a more affordable health-care system.
