That plan, especially the gov't part, is incredibly simplistic. What qualifies someone to use said fund? Who pays for it? How much does it affect taxes? can people who have insurance use it? Can people without insurance use it?

Well, your plan is snippets of others that I have seen.
Point 1, good interstate competition of policies --- this would take a great each of political muscle since many local politicians
obtain large campaign contributions from their state insurance carriers to prevent such competition.
Point 1.1 --- Insurance would have to be precise on what is covered and what is not per policy. Insurance should not be paying for routine visits to the
the doctor -- nor should it be paying for condoms or birth control, those are individual costs. Escrow account HSA should be established for the future payment
for prenatal,natal, and post natal care --- All people should have this monthly saving plan -- (a special HSA) --- Individuals should be saving $ 250 ($ 5 gold coin) monthly.
[Hedge against inflation.] HSA are tax free and inheritable.
Point 2 Tort Reform --- Limits on lawsuits for questionable problems. Actual Medical malpractice ( amputation or wrong part, junk in body, being drunk when doing surgery) financial ruin
and lost of license. Loser pays would be the first point.
Point 3. Major Medical insurance (reduction of risk) is highly recommended for without it you will not get the best care.
Point 4. All medical expenses are full offsets to income, none of the 7% of the AGI nonsense.
Point 5. Your plan does not provide any incentives for people to stay healthy. --- No insurance from companies or unions. Each person must buy insurance for their family -- once purchased and annually paid no increase for any developed condition. If carrier goes bankrupt --- new carrier must honor all in place policies. Drunks, Drug User, Sex/Food freaks must pay for their own bad behavior via increase premiums.
Point 5.1 All companies currently providing health coverage would be required to pay the average cost of all benefits (drugs, eyes, dental, medical ) for all members of their firm computed with 3 years of claim data. No special insurance can be offered for executives. CEO are just employees like janitors.
Point 6 . Good no illegal aliens will get free medical care and any foreign citizen who comes this nation with the intent to have their child born here, forfeits citizen for the native born child. [This is a cottage industry in Southern California.]
As an insure of last resort --- The government would provide BASIC coverage for all people too poor to fully fund a competitive policy. Those with preexisting conditions would be pools with others of similar medical histories so that a base line expense can be computed --- the government would pay the difference in premium between a the policy of the random pool of people (age gender) and what the average (pre existing) member would pay. --- The patient with a Pre existing condition would pay lightly more than the average premium for a general population citizen (age gender).
The truly poor would need some definition --- poor due to sloth or poor due to bad luck --- the plan must not allow or encourage people to game the system.
Last point: Under no circumstance may any agency of government have access to anyone medical records for any reason with the exception of a specific criminal complaint against an individual and the complaint must tell what specific information is sought and for what time period. Medical data may never be used to deny any individual rights until proven in a court of law. [Obama cannot take your computer because he finds you depressed or odd nor can the BATFE take your rights to firearms or ammo because they found that you once has a Zoloft table in your home!]
Your plan has some points --- but it will never pass because it decreases the power of the government, and under this administration that though is more likely to get you to Gitmo than another 9/11 act!
