What impact has it had on medical malpractice insurance rates?
Most people presently pay only a small portion of the cost of their health insurance with their employer paying the largest protion. As an example, Average cost for coverage for an emploee and his family in my firm is about $ 1,200 per month. .
WHen the Tort reform proposition was placed on the ballot we were assured this would lower health insurance prices and would lower malpractice insurance premiums. All it did was increase insurance company profits.
Not My Fault!
Any tort reform that CA allegedly has is bogus. Lawyers run the state.

It has zero impact.
Even if you lowered the payouts to $ 250,000 the insurance company wont charge that rate, so they're going to increase rates every year as it is. Not to mention, there is no such thing as an "unlimited liability" policy, so "tort reform" wont do much for insurance prices. Even a malpractice insurance policy comes with "limits of liability" or a CAP on payments.
I work in this industry, we can "talk shop" till we're blue in the face.
"not my fault" lawyers also run insurance companies, hospitals, etc... Welcome to reality dear.

Nearly zero. The fact is that medical malpractice lawsuits make up 5% of the total medical costs in the USA. Some of these malpractice lawsuits are "frivolous," but surely not all of them. We can say then that "frivolous lawsuits" make up less than 5% of the total cost of healthcare in the United States.

Hardly any at all.
Change Sucks #2
Tort Reform is just ONE of many elements that will help to create the solution.
I'm in California and per month, for both my husband and myself we pay a little over $ 300. We have excellent care. We also have four kids. Each are covered, NOT through the state at all, and it costs $ 12 per month, per child. However, their policy is such that after you have three children, any additional children are zero extra per month. So we pay a whopping $ 36 per month for our four children to get full coverage. Our daughter needed an MRI last month and our insurance picked up the majority of the tab. I think it cost $ 15 for the co pay and that was it. No hidden costs...
Sorry, but this is why I fight so hard against this bill that the President wants. I don't want my children to lose the coverage they have.

Since there has never been any real reform it hasn't had any impact whatsoever.
