You said bono. That's cool.

I'm not so sure about LA, but I can tell you in most parts of the country you would be hard-pressed to find an attorney who would openly 'attack' a colleague and do it for no pay. A pro-bono case against a government agency? Depending on the exact circumstances, certain organizations like ACORN, ACLU, etc. might be willing to provide legal representation for free. States do have an attorney disciplinary commission which, if it determines that a lawyer is guilty of malpractice or other unethical activities, has the authority to sanction, fine, or suspend their priviledges to practice law in that state for a period of time. Sometimes if the client has sustained such a loss from the malpractice they can reimburse the client fees which have been paid to that attorney from funds they collect as fines. Check with your states attorney disciplinary division or bar association. California contact info is as follows:

There are some lawyers offering free services and the court nearest your residence could provide you with a listing.

Litigation is VERY expensive. The defendant's errors & omissions insurer will pay for his/her defense. Even if a pro bono attorney can be found to take your case for free, who's going to pay all the costs for consultants, experts, paralegals, documents . . . thousands of dollars.
Or do you mean "contingency fee" instead of "pro bono"? Even then, the chances of a lawyer paying your costs in consideration of an unlikely victory (especially against the Government, which may well be immune from suit) are, sadly, remote.
All the more reason to pick a lawyer carefully in the first place, preferably by visiting the court house and meeting lawyers and clients, seeing the lawyers at work.
