Say a parent doesn't believe in medical intervention because of their religion (such as Christian Scientist, etc), and their child gets sick with something preventable. Would this parent be charged with child neglect anyway?
No.
I don't think so, unless someone brings charges on them. I knew a family who let their son die from measles because their religion prohibited inoculations and nothing happened to them.

Yes. There have even been parents convicted of manslaughter charges after a child died after being denied medical treatment.
