I'm doing a speech on abuse. One subcategory is that of Neglect. Neglect is defined as: inadequate food, housing, clothes, medical care, or supervision. Now, if a parent is of low intelligence is that considered a form of Neglect?
An example would be the curiosity of a male to breast feed a child.

It can be - if the parent can not perform the basic needs to care and protect a child. I have seen several cases where a child was taken from a parent that was mentally unable to care for the child.

No, stupidity is not neglect. Like you listed - neglect is defined as inadequate food, housing, closthes, etc. Neglect doesn't include stupidity.
A male trying to breast feed a baby actually isn't going to hurt the baby.

Do you mean he's trying to breastfeed him and is not feeding him anything else because he thinks he's feeding him? Then yeah, that's neglect....

In *Low intelligence* would we include the Chinese Couple who got so involved in a video game they adopted a child on the game and let their own real life newborn starve to death?
I believe they were charged with neglect. Not sure if they had to pay a penalty.
