The children were with a pre arranged caretaker, right? She didn't leave them home alone or anything, did she?
EDIT** OK I am even more confused with your additional information. The kids have already been in foster care? And then they went to visit/have thanksgiving with the former foster mother, and birth mother went, got drunk, got arrested, and was essentially missing for 4 days. So foster mom kept the kids until birth mom showed up, and now protective services is trying to remove the kids from birth mom again.
Is that right?
