I read an article on an artist named Guillermo Habacuc Vargas in Costa Rica who paid a kid to capture a starving stray dog from the street. He put it on a rope leash in the corner of an art show and denied it food and water. It died the next day. In the US he would probably go to jail but I'm wondering what they do about this if anything in Costa Rica. Are there any laws against animal abuse or negligence?

I don't know for certain but i believe he would not go to jail for that. Costa Rica has great reservation and animal rights laws but this "art exposition" took place in Nicaragua, a very poor country where someone could get away with that.
