I read an article on an artist named Guillermo Habacuc Vargas in Costa Rica who paid a kid to capture a starving stray dog from the street. He put it on a rope leash in the corner of an art show and denied it food and water. It died the next day. In the US he would probably go to jail but I'm wondering what they do about this if anything in Costa Rica. Are there any laws against animal abuse or negligence?

I went to the site you suggested, but did not see Costa Rica mentioned. In any case, there are laws against animal abuse in Costa Rica and they are enforced if people call them in.
