There are no "states" in the UK.
Yes, the UK has a licensing body for physicians.
Yes, the UK has the MHRA – Medicines and Healthcare products Regulatory Agency.
And while it is possible to sue for malpractice, it's much less common than in the USA.

To answer the original question - I would say yes, the UK is more regulated than the US - so they have what the US has plus some.
