I was in an accident where I was making a left-hand turn from a side road onto the main road. Looking out from the stop sign, the main road goes slightly down hill on your right and slightly uphill on your left. I proceeded from the stop-sign when clear, but halfway through the turn a car came over the hill and sideswiped me. I did not get a ticket and the police officer said I did everything right. Even so, will I be 100% at fault, even if it is determined the other vehicle was going way over the speed limit? I am unclear on CT law when it comes to negligence.

If the car was not visible when you started the turn, you will not be liable at all. If you saw the car and that it was speeding, you would be liable.
