car crash with a lawyer and Progressive won't pay the claim [Progressive is Responsible]

My car was in a wreck with a lawyer who is insured by Progressive southeastern insurance company. The accident was Sept 09, 2010 and today is August 25, 2011; Progressive has declined to offer a suitable amount for both property damage and personal injury. This is my statement of what has happened in my claim and the opposition I am getting from Progressive insurance.
