Most states will not grant a license if your license is encumbered in another state. That includes active court cases or investigation.
Malpractice does not always equal losing your license.
Revocation is clearly stated in the state's handling of the review - it may be permanent, and there may be conditions that must be met before being considered for reinstatement.

Malpractice has a hierarchy of sanctions:

Hospital visit suspension
Temporary suspension
Revocation, with the possibility of reinstatement
Permanent revocation

It depends, sometimes it is permanent, but most of the time its temporary and sometimes they make it to where the dr can never practice medicine in that state only. Which is scary for the next state the dr moves to! I know this happens, I live in a very small town and we have our fair share of quack dr's. Dr's are needed so badly, especially in rural areas that usually the employer doesn't do much digging into their past. Scary, I know.
