What countries recognize criminal negligence as illegal and punishable by law? I know that the U.S.A does, any European countries or others?

All of them.
The word "criminal" means that it is illegal, by definition.
Not all countries, however, have such a concept as "criminal negligence". In many countries negligence is a purely civil matter.
All Western European countries do though, as do most other 'developed' countries.

ALL of them. By definition, if the law does not recognize the negligence as illegal, it is not CRIMINAL negligence.
