Sure. And it's one the GOP decided to discard eventually because it was a bad idea.
Kinda like Democrats thought racism was a great idea at one time, and then eventually discarded it.

Yes. But when a Democrat Administration actually proposed it, it automatically became something that the Republicans didn't like. If Obama said that water was wet, Republicans would find a way to say that it was dry.
