Going over lease papers, I see soooo many discrepancies. Landlords for commercial properties have virtually no legal liabilities for any property damages. Even though they are paid absurd insurance and maintenance rates by tenants, the tenant must pay out of pocket for any damage, even damage not resulting from their own negligence. If you are paying insurance, why are you paying out of pocket? Landlords should not be given so much power. How does one go about trying to change this?

You can contact a local assemblyman, state senator, congressman etc and try to get something started. I doubt anyone beyond the local level would do much more than thank you for your time but it's worth a try.
You could also start some type of grass roots group by creating a goal list and establishing who/how you approach the issue. Finally, you could see if there's a group already established and take part that way.

If you damaged the property, then you should pay for the damages, Insurance or not. It's technically called Re-Imbursement for loses, most of the time they have to pay for the repairs before the Insurance Co. pays for the damage.
In other words: You F**ked it up, You pay for it.
As for having a law changed or made, BRIBE enough Lawmakers, you can have anything done.
