Letter stated the denial and also that the laws of this state are such that a person whose negligence is 50% or more or more is barred from recovery of damages. Therefore my insurance company has denied liability to the other driver.
Having never had an accident before after decades of driving I'm not sure what they mean. Whom have they placed at fault? They're closed today, so can't talk to their rep.

It means that they think the other driver was >50% at fault for the accident, and that they are not going to pay him/her anything.

Mattias J said it best so far but both are right and I agree, your Insurance Company has told the other driver's Insurance Company that you was not at fault enough for your car Insurance company to have to pay for any of the accident and that they, not yours; will be footing the entire bill for all damages.
