definitely, it is animal cruelty. Those people are not properly taking care of there dog they should have to take responsibility for there actions.

Yes. The opposite extreme is to have a dog that is emaciated and that is considered neglectful. Why shouldn't obesity be considered neglectful? It makes me crazy when people don't understand why their dog is so fat... Stop feeding it and take it for a walk!!

Its neglect, yes, because they have neglected to have the dog see a vet to see if there is a reason for the obesity (aside from overfeeding!), and what they can do about it.
Its cruelty as well. An obese dog is not living a full life, an obese dog can't function properly (organ-wise), and is extremely unhealthy. Overfeeding lessens the dogs lifestyle, so yes, its cruel.
The owner should always be held accountable in any shape of neglect or cruelty, regardless of the issue. Be it a completely emaciated animal, or a 40 pound beagle.

depends I'd rather spend the effort on starving and abused dogs than an obese dog...there are lots of reasons why a dog might be obese and my dads dog had been obese for a long time and they couldn't figure out the problem well they finally found out this poor beagle had a thyroid problem and has been on many different meds, finally after years of dealing with it they found one that works and she has slimmed down nicely.
By the way my dads dog was a beagle and they are a hard breed to maintain a good weight on
My poodle lost a lot of weight and we had been trying to figure out for months why he wouldn't eat (with the vet) and we were having to force feed him, turns out he was allergic to something in most foods so he is on a special dog food and eating well again...if someone had reported us for that I would have been super angry because we were trying to help him

I would rather put the attention on starving animals or those beaten and abused
Now if a dog is 100 pounds over weight or even 75 pounds i'd say there is an issue but if the dog is maybe 15 to 20 pounds I would say that either they are having trouble maintaing a weight or the dog has a medical issue and I wouldn't call the animal control
But if its severly overweight then yes I'm not sure what you mean by grossly obese

It is sentencing your dog to an early death. Additionally, it would greatly reduce its quality of life, in my opinion.

You're shortening your dogs lifespan and increasing the likelihood of serious medical problems for him/her. Essentially, you're killing him/her with kindness (considering that we don't feed them with bad intentions)!
It isn't natural for canines to have a constant food supply. In the wild, they work hard and burn a ton of calories for their food; therefore, they stay at a healthy weight. Human owners need to control what their dogs are eating, because just as dogs can't let themselves out to do their business or pour themselves water, they have no concept of portion control! Human qualities cannot be expected of them. Heck, humans overfeed themselves too, clearly! If you can't keep your dog healthy by the most basic means, you shouldn't own him. And you should be ashamed of yourself.
Be responsible people. Don't make excuses.
