You really wouldn't have a case in this one. It is not necessarily malpractice nor neglect.
Sometimes suture used under the skin can work its self out though the outer skin rather than the body absorbing it. it is pretty common.

If it was an outside suture the Doctor might not feel it is time to remove it just yet.
