What type of attorney would you need to file a civil lawsuit against a state for disrimination and professional malpractice (other than medical)?

Any lawyer not specializing in criminal law can do it. (Even one who does specialize in criminal law can, but would probably refer you elsewhere.)

Any one can file a suit by making a printed complaint and having it filed at your court house. However, there are specific wording that must be used. You will 1st have to charge a specific person with discrimination and the State he/she represents. I don't think you can actually charge the state. The burden of proof will be up to you. Check with a corporate attorney.
